Breckinridge County Schools
Stated Need
Like most school districts, Breckinridge County Schools encountered difficulties hiring and keeping enough bus drivers, knowing which students were riding the bus, and altering bus routes to fill the buses for maximum efficiency.
Breckinridge contracted with School Transportation Systems (a subsidiary of KyCPE) to solve these issues.
Strategy
KyCPE began by using proprietary bus route optimization software, Transfinder route management software, and Zonar GPS equipment, then worked with the bus drivers and school personnel to ensure that all the “optimized” routes actually worked. The on-the-ground approach, coupled with the technical ability, ensured success.
Outcome
Over a four-year period, KyCPE eliminated one-third of Breckinridge’s busses, drivers, and monitors while drastically slowing the need to buy replacement buses.
Client Testimonial
"I don't normally advocate for vendors. However, I was asked by Bryan Wall with School Transportation Systems to reach out.
We are currently in our second year with them to completely overhaul our transportation department, which has included route optimization, GPS tracking, and reporting reviews.
They have simply been fantastic. This year, we were able to reduce our total routes by seven, which we project will result in approximately $250,000 in savings annually. As you know, for a district our size, that can be significant.
School Transportation Systems provides consulting services which include comprehensive route optimization using algorithms that they have developed and Transfinder software.
Bryan has also helped with implementing our GPS bus tracking system with Zonar.
Keep in mind, they are paid based on a percentage of savings, so if what they help you with doesn't work, then they don't get paid. In short, they are as advertised and I would recommend taking a short meeting to hear them out."

I.B. Moore
Stated Need
I.B. Moore is a small rubber products manufacturer in Lexington, Kentucky. I.B. Moore’s senior leaders knew there were issues with inventory control, production, and marketing that were preventing them from maximizing profitability. And profitability was important to all the employees because I.B. Moore maintains a profit-sharing plan.
Strategy
I.B. Moore’s problems were principally process-related. KyCPE’s process improvement team worked with a variety of existing and new outside contractors to improve internal processes and create new marketing opportunities.
Outcome
Over a three-year period, I.B. Moore and KyCPE, working together, created a $200,000 annual increase in profitability in the first year and a $300,000 increase by year three.
Client Testimonial
It has been a pleasure to be working with the Kentucky Center for Performance Excellence.
We have worked with many folks in their consulting area with many areas of expertise: finance, planning, programming, technology.
KyCPE did a very thorough analysis of all our operations. The areas targeted for improvement included marketing, inventory control, production, and distribution in the rubber product area.
After working with us for the first year, there has been a net profit increase of $200,000.
